your doctor should know if you have a bladder infection by the symptoms you have?

Tests aren’t the only means of diagnosing or ruling out infection. The symptoms you describe and the history you give guide the doctor. The observable and measureable signs help as well. These are such things as vital signs, swelling, the findings of a digital prostate exam, abdominal and/or pelvic pain or tenderness.
A urinalysis along with a urine culture and sensitivity can diagnose or rule out a UTI. I doubt that the C & S was the only test ordered. Was everything I’ve mentioned so far, here and in the paragraph above, done?
A rectal digital exam of the prostate can help determine prostatitis.
I don’t understand why your doctor would have told you cystoscopy will worsen your condition. Cystoscopy is used to examine the urethra and urinary bladder to determine the cause of recurrent and persistent UTIs. Have the procedure and be sure to insist in advance that a flexible scope be used instead of the rigid scope. This is due to the possible prostatitis. If your prostate is enlarged, you don’t want a rigid scope used. Trust me on this.
